I haven't heard anything from the suse people in a while. As you
stated, netatalk is in need of some 1) release engineering and 2) bug
fixes. Both the asun and umich sources have been available a long time
-- the availability of the umich source is what allowed asun to make
changes available.

It doesn't seem like creating a netatalk SourceForge site will add
AppleTalk/Unix engineers. If suse wants to contribute engineers, that
would be helpful. If any one else wants to contribute his or her
talent, the netatalk community will respond as we have all witnessed on
this list.
