a) you just answered your own question - as many older Macs will still need
afp to access a file server.

b) netatalk is not just afp, but also (thanks to Adrian) the IP component,
which I find to be equally, if not more important - and I highly doubt that
IP connectivity will be obsolete any time real soon - even if Apple phases
out afp.
