My guess is that lpd can't write to the specified spool directory.

Note the use of setgid to ensure that spool files are created in
group lp no matter who creates them.

You can use the same trick for dirs that are to be mounted as
netatalk volumes. Contrary to popular belief, mode 777 is neither
necessary nor advisable.
