Have a look at the syslog (/var/log/messages or such). What do you see if
you try to connect?
I guess you have TCP/IP configured right on this Mac ;-)
Does the pause vanish if you try to press the option key while
double-klicking the vault (establish only an AppleTalk Connection)?

Have a look at afpd.conf. Normally you don't need any thing set there in
(all comments).
