The error message above says it can't find the file named ".ppd", which is
the default setting if it didn't get a PPD setting from the papd.conf
file. All of the data in your papd.conf file above looks good, so maybe
it is just not formatted correctly? All the examples I've seen indent the
settings lines with a tab. So your papd.conf would look like:

HP3500:\
        :pr=lp:op=root:\
        :pd=/etc/netatalk/HpDesignjet.ppd:

Give that a shot....
