My brain may be a bit too tired,but I seem to recall that Apple was
willing to give away copies of its "older systems" since they were not
marketable anymore for profit. Instead of isolating their customers, they
instaed made them available.
I do not think that 7.1 is among them, but I *think* that 6.0.x and 7.0.x
were among the systems that are free for the use with mac hardware...
Don't takemy word for it, go look at:

ftp://ftp.apple.com/Apple_Support_Area/Apple_Software_Updates/US/Macintosh/System/Older_System

and see if my recollection is correct, or my brain is too tired.

After that take a look at :
ftp://ftp.apple.com/Apple_Support_Area/Apple_Software_Updates/US/Macintosh/Networking-Communications/
and pay attention to the:
AppleShare, and AppleShare_Client folders.

(there are other tiems that you may like here too...)

Oh I should mention, you will probably need Disk Copy for the syetem
image extraction to floppy:
ftp://ftp.apple.com/Apple_Support_Area/Apple_Software_Updates/US/Macintosh/Utilities/Disk_Copy

Sure, 7.0 is not the same as 7.1, but if you can download and *keep* the
system disks, then you have something in the way of re-installations and
you can then choose what options you want installed...
