I can also only reinforce, that the problem has to be somewhere in Your
installation, since I could get around 3-4MB/sec with
netatalk-1.4b2+asun18.2 on Linux 2.0.33 with a tulip card. This was a
test installation with no routers/hubs whatsoever; interestingly enough,
I had different card models to test, and some of them did very similarly
to what You describe: it transferred some data in a quick burst, the
just sat there for a couple of seconds, maybe half a minute, and the
link LED was blinking during this time. The result was a similar 10K/sec
average throughput, just like what You describe.
Might You experience the same?

If You had problems with both cards, the problem might be in one of Your
Macintosh cards (or the router/hub, but this is not very probable).
Cabling should also be checked.
You could also try both kernel drivers Linux provides You for tulip
cards.

Try Adrian's patch set; that would help performance by making ASIP
(AppleShare over TCP/IP) available. But Your performance problems most
probably are not rooted in netatalk. Adrian's patch set is available

It also might help to simplify the network for the time of testing, if
You can.
