assignments by the deadline. All work should be submitted online via

Individual Background Paper (ALL)
Please write a 2-page (maximum length) single-spaced background paper outlining
your country or organization’s perspective on the state of the global aids
crisis and its response so far to the epidemic.
For
those representing national governments, please address these following topics:
the incidence of HIV/AIDS in your country, national policies/strategies to
address the HIV/AIDS crisis locally and globally, and official statements your
government has made on the Global Fund to Fight AIDS, Tuberculosis, and
Malaria. Based on your research, outline key elements that you would recommend
be included in your country’s reform proposals for the Global Fund.
For
all other participants, provide a brief background of your organization, its
mission, and involvement with HIV/AIDS. Also, identify policies and strategies
within your organization to address the HIV/AIDS crisis locally and globally.

Countries and organizations to develop preliminary position
statements outlining the problem as they see it, setting objectives, defining
interests, analyzing supporting and competing positions, proposing possible
solutions, and assessing cost/benefit of proposed solutions. Please see the

UNAIDS First Plenary Presentation on the
Global Fund
UNAIDS group to prepare a 45-minute presentation on the Global Fund to Fight
AIDS, Tuberculosis, and Malaria. Presentation to include: the history of the
Fund, the Fund's progress and status, and an outline of the policy roundtable
topics. Ideally, the presentation should provide an outline of potential
solutions for the delegates to consider.

Proposals
Regions and groups of organizations to
outline reform proposals for each of the four roundtables detailing measures to
address the specified issues as outlined in the roundtable agendas. Please see

UNAIDS Press Release on Policy Roundtables
UNAIDS to prepare a one-page
single-spaced press release on the state of the policy roundtable negotiations.

Policy Roundtable Final Reform Package
Policy
roundtables to submit a final reform proposal addressing the issues outlined in
the Key Questions for Policy Roundtables (see Coursepack).
Assignment is due Thursday, January 9 at 2:30 PM.
Second/Third Plenary Speeches
Countries and organizations to write a three-minute (maximum) speech stating
their positions on the reform proposal and their justification for doing so.
Organizations have the option of developing joint speeches where appropriate.
In such cases, organizations may aggregate their three-minute time limit.
