I believe that t.61 has been superceded by newer standards in the t.5x
range. The only reference to t.61 that I found said that it was
withdrawn.

Here's a list I yanked out of the ITU's web site (www.itu.ch):

* [T.50] Recommendation T.50 - Information technology - 7-bit coded
character set for information interchange (7)[Bookshop]
* [T.51] Recommendation T.51 - Latin based coded character sets for
telematic services (9)
* [T.51 Amend.1] Amendment 1 to Recommendation T.51 (08/95) - Latin
based coded character sets for telematic services (6)
* [T.52] Recommendation T.52 - Non-latin coded character sets for
telematic services (3)[Bookshop]
* [T.53] Recommendation T.53 - Character coded control functions for
telematic services (9)[Bookshop]
